Originating from Israely slang, as meaning either extremely cool, wonderful or great (similar to end of the road, or alternately, sucking and being a waste of time.

A: what do you think of my new shoes?
B: Pity on your time!!
A: Thanks!
B: No, I mean PITY on your time...
