A person whose thinking is so ignorant that it is worth nothing but the puffs of hot air coming out of his/her mouth; a person who utters an exceptionally misinformed or uninformed opinion.

Denny was always going on about his knowledge of nuclear physics, even though he failed high school Physics. He is such a puff brain!
