Scumbo

A way of describing an object or article of clothing that continues to be used/worn well past it's used by date.

Mate, that jumper looks scumbo, for heaven's sake put something else on.

Scumbo

An individual who is made up of equal parts topical layers of dirt to equal parts foolishness and/or low intelligence.

I don't feel as though dumbo or scumbag are accurate enough terms to describe 45 but scumbo certainly seems more fitting.
