Generally used in "once upon a time..." it can be used where you would use on or up on in most situations. You would probably not say "upon my girlfriend" but you get the idea.
Her opinion WILL be heard on anything that she cares about enough to comment upon.

Another way to say "all over" as in "I was all over that". I heard my brother use it and love it, not sure if he made it up or not. Stress the biginning of the word, UPonz.

(derived from the word fester: garbage is festering, thus, to be festered upon is to have festering crap thrown at you).
2. When someone uses entirely bitchy/bullshit behavior towards you.
