a location currently populated, but only for a time, with a sort of person pronouncedly different from the sort of person with which the location is ultimately destined to be populated - in reference to the prior occupation of New York's Harlem, predominately by light skinned persons at the outset of its inception

The indigenous reservation system in what was the United States sure is proving to be a white Harlem under Eur-Asian rule, and ironically it's the "American" whites who now predominately occupy it as the drone-competing servant class in the current "labor-less" global society.

“White Harlem” was popularized as a name for Morningside Heights by the comedian George Carlin (1937-2008 ) in his 1973 comedy album Occupation: Foole. “Harlem” in the name made the place sound tougher, according to Carlin, while “Morningside Heights” was more of a real estate term used to sell homes in the area.
