A Quip is a new term used as a synonym for a "tryhard" or "someone who try’s way too hard to be cool" which comes from basketball slang.

Quipping is the method many video game developers use to avoid the workload involved with voice acting; it is the use of short phrases or sounds (grunts, laughter, etc.) in the place of fully voiced lines of dialogue.
The quipping in Fire Emblem seems kinda lazy, but I guess it saves time and money during production.
