Noun, Skatamatic in origin.

A person who is high on marijuana. Refers most often to someone who is really high, extremely blazed, or blasted. Although the short-form, beast, is most often used.

"Yo we've been blazing for a good 2 hours now and my teeth feel like razor blades made out of jelly."

"What the hell are you talking about you crazy beast?"

It means garbage in Russian, but it's also commonly used slang for police. Kinda like we say pig in the U.S. ...only much funnier.
