Someone who is very annoying and often has long hair. A nigla can also sometimes be used in place of the word nigga.

Bob: Damn, that's some real nigla shit..

Indian Person: What's up my nigla
A black person: what you say
Indian Person: Nuthing I don't vunt no trouble
