An insult for players who act like dogs for relying on numbers to perform better, but are actually weak by themselves. It's

pointing out the nature of players who brag about being good after hiding behind teammates to make up for their poor play.

Person 1 (Who got carried): Bro, I am much better than you.

Person 2 (Who carried) : Maybe if you weren't dog packing, you would actually be able to say that.
