A phrase used to describe a person whom is willing to trade their body for drugs especially methamphetamine or heroin; which both take on a liquid form (puddles) when heated.

2.This phase may also be used to describe a transaction-type relationship where one party is providing physical companionship in exchange for drugs and the opportunity to get high on a regular schedule

"I've scored some dope, let's call that cute blonde over. I heard she's cuddles for puddles"

"Why is your mom still with that asshole?"
"Well, until he goes back to jail, they've got a cuddles for puddles kinda thing going on"
