Back in the 1970âs Louisiana high schools had an alternative education curriculum for non college bound students. Mostly make, the students took courses in âshopâ (welding, carpentry, farming). The name of the program was âVocational Agriculture Programâ, or âVAPâ. Since most of these students underperformed in the academic areas other students assumed they lacked intelligence and they were bullied with the nickname âVAPâ, which came to be synonymous with stupid, ignorant or retarded. It was a cruel tool which was widely used in a very mean way.
Iâm from Saint Martinville, LA , and the term was prevalent in the 60âs end 70âs, but I donât know if it was used in other schools or communities.
