Full Blown Local.

This person is a very creepy looking character. One of a not-so-positive presence. When you travel you are most likely to see this FBL at a trashy bar or casually lurking the streets. You know it's an FBL if they are yelling vulgar comments out their car window to you. They are typically gel-haired, skinny, tall strange looking creatures who are from the area you are in.

Holy shit there are bunch of FBL's up in dis betch! Let's go.
