Russian Percentage

A seriously mishandled percentage, generally referring to a set of percentages that exceed 100%. Usually the total sum is then alluded to being 140%. Also used to sarcastically cast doubt on a statement of 100%, insinuating that the actual percentage is lower (100 out of a 140, for example)

Derived from the Russian parliamentary election of 2011, where some TV reports claimed a voter turnout of 146%, sparking allegations of voter fraud and becoming an internet meme.
