Toronto Slang used to describe someone who uses drugs or specifically crack cociaine, derived from the term “crackhead”.
Or more generally a term used to describe someone who is acting irrational, crazy, and outrageous.

Guy 1: Why did Tom do that last night that was so messed up?
Guy 2: Man I don’t know, that guys a head!
