A retarded person, mongoloid, thicko, spak etc...So named after a man called Joey Deacon who was featured on Blue Peter back in 1981 in relation to their fundraiser that particular year. Joey was known as a tv personality. Children born in the early 1970's will remember him well. Schoolchildren throughout the UK started insulting everyone Joeys whilst doing a hand gesture with their hands twisted inwards at the wrist and making a 'mongy sound' as they said 'Joey'.
