Someone who thinks their cool driving a Camaro, but it doesn't even run. It breaks down all the time. They are overweight and have a big nose and some acne. They have long hair like a girl and have messed up teeth. They are also short enough to stand up straight and suck dick.

A Rulli will wear band shirts, but the bands suck. Such as Megadick and Craptallica. They don't even have their license yet.

Look at that guy in the Camaro, he is such a Rulli!
