When referring to something negative. Could be a situation at work or your friends just being a dick. Can be used to substitute a swear, or directed at someone as an insult. Is a play on the fact that ISIS is a horrible organization.

Your co-worker manages to score the day off: "Your literally ISIS right now." Or your mom is trying to kick you off your games for dinner, "Mom! Quit being ISIS!"
