1) To check out what's going on by driving or walking around, usually when you go out with friends with no specific plans or destination in mind.
2) Conducting informal reconnaissance on a location or event to assess whether it is worth the time, effort and/or money to get involved. Recon may involved simply driving by, or by one member of your party scouting a location in advance.

person A: "What's going on tonight?"
person B: "No idea, let's just creep downtown."
or
A: "What are you guys up to?"
B: "Nothing, just creeping."
2)
A:"I hope that party tonight isn't a sausage party."
B: "Let's creep it and find out."
or
A: "I crept the Old Stank Bar, and I saw your pscyho ex there."
B: "Alright, I'll steer clear, thank God for creepin'"
