A person who thinks their jokes are funny and with catch on but never do. Used as a joking term to refer to someone who is close but never close enough to being funny.

Person 1: What are you doing Bro-sef Stalin
Person 2: Dude, stop trying to make Bro-sef Stalin happen, you’re such a puss pop.
