(definition not related to the movie by the same title)
Apparently a newspaper article that Veep Dick Cheney, (rumored de facto President), seeks to discredit.
Possibly reflecting British slang for "immature weakling" implying that intellectual "weenies" are piling onto Cheney's decline in power with pondering analysis.
On "Meet the Press", 9/10/06, host Tim Russert questioned the Vice President about an article in the New York Times published on the same day entitled "CheneyΓ’ΒΒs Power No Longer Goes Unquestioned" by David E. Sanger and Eric Schmitt.
(Admittedly the specific meaning needs pegging better, but hey this is a start.)
"...that (New York Times article) is just another one of those thumbsuckers..." -- Richard "Deadeye Dick" Cheney (Sept. 10, 2006)

"The facade of an apology created by uttering obligatory words of remorse devoid of actual regret, contrition, or even an admission of guilt."
("When saying you're sorry is unavoidable, the unpology is a Republican's best friend!")
(Found via a place online called: "perrspectives")
Actual example of an unpology from today, (9/1/2007): "I apologize... I have little control over what people choose to believe." (...about my pleading guilty to lewd behavior in the men's room at the airport.) -- Senator Larry Craig, (R)Idaho

A really half-assed apology.
(Meh Culpa is a portmanteau of contemporary slang and Latin. See Mea Culpa. ...or perhaps admittedly a cheap combo of street and pretentiousness.) Um, Meh Culpa?
(I just made this word up. Is that okay by UD guidelines? ...or is it like "original research" on Wikipedia?) If it's not okay, Meh Culpa. ;-)
You are totally right, I did make a spelling error in my IM message to you last night. Meh Culpa.

getting fired for stating the facts
(Oct 30, 2009: The UK government's top drugs adviser Prof David Nutt, of England's Advisory Council on the Misuse of Drugs (ACMD) was sacked (fired) because he stated that cannabis is "less harmful than alcohol or nicotine", after the drug had been upgraded to the more toughly prosecuted Class B from Class C, against scientific evidence.)
