When you see someone who looks like someone else (or something else) & you tell a friend. If he agrees with you then He will say "Good Shout".
It is most common on a night out however can take place anywhere at any time.

A person (always male) who can act like a bit of a dick at times (between 25-50% of the time) however is not as bad as a Wank Dog.
