An expression used to say that one is very high. In this case, high refers to the desired effects one experiences as the result of consuming drugs.

Stoned Guy A: "Woah, man! That stuff we smoke earlier was really strong!"
Stoned Guy B: "Yeah, dude. I'm a birdy right now."
