The problem is, when Dennis Miller does it, he understands that he is prone to ranting and appreciates the irony, which is why it's funny. Your average racist is never quite honest enough with himself to figure this out.
The literal translation from racist is, "I am, in fact, likely to be the most bigoted person you've met in years... the following observations will definitely prove this."

English phrase, the literal meaning of which is obvious.
In American English, the phrase is commonly associated with American servicemen in Vietnam, and to a lesser extent, with American veterans of the Vietnam War.
The particular usage of American servicemen varied wildly. While the phrase could be used literally, it was often used in a figurative, and decidedly fatalistic, sense. The meaning was usually something along the lines of, "I cannot put into words what I mean, but this situation/scene/event/dead body/etc contains all the truth necessary to understand precisely what I mean, if you can only see it through the right eyes. I don't know how to express that truth or I do know the right words but it would be too painful for me to actually express them."
The phrase was the most common example of "grunt lingo" and was repeated ad nauseum.
There it is, they'd say, over and over, as if the repetition itself were an act of poise, a balance between crazy and almost crazy, knowing without going. There it is, which meant be cool, let it ride, because oh yeah, man, you can't change what can't be changed, there it is, there it absolutely and positively and fucking well is.

In the United States Navy and Coast Guard, and in the Navies of various country's- the lowest level of senior enlistedmen. An informal, but widely used, contraction of the title Chief Petty Officer (US grade E-7).
The most important promotion in an enlistedman's career, the title carries with it significant responsibilities, not limited to training and mentoring junior commissioned officers (15 or so years younger than themselves) and playing father figure to a bunch of juvenile imbeciles the Navy has the audacity to call sailors.
Chiefs are well respected by senior officers, feared by junior enlisted men and are treated like a general pain in the ass by far too many junior officers. Identified by their khaki uniforms, they maintain a separate mess that even a Captain can't enter without permission and cannot be demoted short of a conviction at Court Martial.
"Chief says he'll burn my ass if I'm late for work again. Goddamn it, I'm a fucking Ensign, no fucking way should that dickhead be able to go over my head like that."
"You've been in 9 months, and know shit. Say that after you've put in 15 years."

Generally a heterosexual man (though in some rare instances used to describe the same behavior in lesbian woman) who is only interested in having sex with female fashion models and does so frequently, changing partners rapidly and casually with no emotional attachments.
Derived from womanizer. The qualification as to modelizer is the fact that the womanizing behavior is targeted only at models and that models are strictly speaking too young to be considered women, and far too jaded too be considered girls.
A very specific subset of ephebophilia.
Modeling careers often begin as early as 13 and the average age of a fashion model is well below 18. However, because of the pressures of the modeling industry, behavior among models is more likely to be that of an adult woman somewhere in mid to late middle age.
Jay's a bit of a sleaze, he's been through 4 models this month. And no one can remember the last time who dated a normal woman. We're starting to think he's a modelizor.
