A person(s) who places blame on a victim or individual who finds themself in a situation that results in the individual being mistreated, injured or assaulted do to there appearance, presentation of self confidence, or attire/accessories displayed upon their person.

Her boyfriend is a total binger for blaming her short skirt as why she got sexually assaulted.
