Lacin is the same thing as cadillacin. It's the shortened version and it means when someone gets drunk and high at the same time a.k.a. cadillacing

Cadillacing is just when someone drinks any kind of booze and at the same time or right after smokes some weed. It's getting high and drunk at the same time - CADILLACING
