commonly used term often used to describe a shitmuff police officer. Also used to describe cowardly police officers who like to hit on/stalk/abuse college age girls. sometimes used to refer to a police officer who has no friends, no life, and no real reason to get out of bed in the morning.

So i was walking down the street and started feelign afraid, like there was an officer strout lurking in the bushes
