The point at which the sky has become bright again after a night of indulgence in a substance, or several such as alcohol, cocaine, ecstacy, LSD, etc.

Andrew: "Man, the sun is up!"
Matt: "Oh shit, it's sketchy blue."

Andrew: "It's time for bed, dude."
