So "bitch" is a term that is often used to describe females, initially in a derogatory manner (the original definition for "bitch" is "female dog") but some women decided to take the term and own it, so-called "re-appropriation", in order to master the meaning behind the word and thus dilute the insult (see entry for "gay" as used by individuals in the LGBTQABCDEFG+ community for the purposes of re-appropriation).
Now we take the "basic" adjective of the complete phrase secondarily, as the adjective that serves to add an additional slant on the clearly more inflammatory part of the phrase. "Basic", on its own, is mild and harmless - simply serving to describe something that is fundamental -- everyday, if you will. Now when paired with the term "bitch" as we've described above, it begins to take on an interesting additional meaning.
Let's inspect the idea of being "basic", as applied to a human bean. Being "basic" then personifies the idea of being an everyday person, mundane, having nothing that stands out about you. As with any other descriptor or adjective that describes a category of people, it will most certainly take on different meanings when used with different groups of individuals, and in this case with "bitches" it is no different. So here "basic bitches" when used in a pairing represents all the stereotypical thoughts and actions that are had or done by those who are considered to be "basic bitches".
