anyone that's irrelevant or ignorant.
generally you playfully refer to your friends as noobs, when it takes them awhile to get something
teenagers can also be found referring to stupid teachers or coaches as noobs

Example 1:
Girl 1--"I really like wieners. Especially on hot dog day at school"
5 minutes later
Girl 2--"hahahahhaha i get it"
Girl 1--"what a noob"

Example 2:
Girl 1--"Did you hear what coach asked us at practice?"
Girl2--"Does it even matter what he said? He's such a noob."

Example 3:
Boy--"I was talking to the teacher earlier. He was trying to get fresh with me"
Girl--"Eww what a noob!"
