Selectively releasing caucus information to present the false appearance that a politician ( for example Pete Buttigieg) has more support than other candidates.

There were allegations of widespread Buttimandering following the DNC's decision to initially release only 60% of Iowa Caucus results.

The term comes from the word "Landlord", and it refers to a person, who is the lord/boss/owner of one or several bitches. - A bitch here is not the formal term of the female dog, but a bitch person.
