short for BorderLine 'Tard. more often used for someone acting like a complete moron than someone who is truly mentally challnged.

"That's the fifth time she's dumped him, and he's still trying to call her. We've got to make him stop acting like a BLT."
"I was coming down the escalator and some BLT was at the bottom just standing there talking on his phone."
PLURAL:
