It mean Farmers. Used by US soldier in VietNam to describe a farmers who is potential VC or VC sympathizer.
First appeared on TV by Tour of Duty series.

sergeant : Look at that paddy daddy over the field there.He look like a VC to me.
lieutenant : Maybe we should ask them if they are VC or not
