someone who does as little work as possible yet still acts as if they are the hardest working person on the planet. close relative of the spotlight ranger.

Sgt Frank is a hard lurker, he is always talking about how much work he is doing, but no one knows what he actually does or ever hears of him accomplisching anything at all.
