A person with an inflated opinion of and genuine belief in his skill/prowess/intelligence who takes every opportunity to remind others of it, regardless of the skill he actually possesses. A tool may or may not actually be smart, and may also be disarmingly superficially pleasant; these attributes are irrelevant.

Unfortunate Acquaintance: Hey, you too. How's work going?
Tool: Pretty good. My team isn't quite as up to speed as I am, but I've been taking time out of my busy day to lend help and guidance to those less gifted than I. I've been pulling the whole weight of the project so far. It's a good thing this is my area of expertise.
Unfortunate Acquaintance: I think I'm allergic to you.
