Someone who wears $2 flip-flops and very short or no pants. (Usually a girl)

I once walked along a dark aisle when I saw a woman dressed sloppily in flip-flops and shorts that were about 10 cm. I asked her why she was like that, after all, everyone was a gentleman or a lady in that area. She looked at me with mischief in her eyes, and I instantly knew she was a slut.
