The term Po Po comes from the early 60's during the cold war between the U.S. and Russia.....it was a slang term referring to the investigative officers who worked for the Politbureau....the highest power in the nation.......Politbureau Police or Po Po's as agents for the U.S. and Britain were highly respected for their investigative and policing skills as well as how someone could be made to disappear when they needed it. Many of the older terms for police stem from code names and secret speak words starting back in the late 40's just after WW2 finished and the secret agents were starting to come into play on all sides.
The Popo's were members of the political police force in Russia.
Comes from the fact that a lot of police back in the 60's joined straight of the military and they brought with them the very short military haircut that gave them the appearance of fuzz on their heads. When they took their hats off, your first comment might be, hey look, it's the fuzz. It's a style of haircut that made wearing a police hat more comfortable and cooler to wear......still in vogue today and used by many police officers around the world.
The officer took his hat off and the hippy yelled...hey look, it's the fuzz.

It's usage first became popular in a television show called Hawaii 5-0.......they were the bureau that investigated homicides and when you called the main telephone number for Honolulu police you would ask for extension 50.....5-0.
Hi, I'm detective Williams can you connect me to extension 5-0?....I am working on a homicide and need to speak to a detective there.
