The Chinese Ambassador to the United Kingdom, most commonly known as @AmbLiuXiaoMing on Twitter, is infamous for tweeting out of his ass and liking a foot-fetish NSFW video. After this incident, the Chinese embassy in the U.K. claimed that “anti-China elements” were trying to attack him.
In other words, to “Liu Xiaoming” means to do something unfathomably stupid.

Student 1: Remember when our English teacher accidentally liked that NSFW picture on Instagram?
Student 2: Yeah, he really pulled a Liu Xiaoming.
