A nice simple, concise, mild acknowledgment of a positive development. Meant to convey solidarity with another person sharing the development. A stronger form among people who use 'woo' would be to use a modifier like 'Big Woo' to step up the acknowledgement a bit.

A hateful ass term for a racist white woman. Mainly one who is middle aged or has the body image of a mushy pear.
