Frank Costanza's "move", which he claims to have used on Estelle Costanza circa 1955.
It involves the driver hitting the brakes in a moving vehicle, suddenly (stopping-short), and throwing out the hand closest to the front seat passenger's chest, as to stop them from being hurled towards the dashboard; inadvertently, groping the passenger's chest in the process.
Frank: "I used it on Estelle 40 years ago. I told EVERYBODY about it, everybody knows - *HMPH* - I stop short!"
Jerry: "Really..? 'Stopping short' - that's a good move..."
Frank: "You're not kidding it's a good move!"

Old school prison slang for a child molester. Term entered the public lexicon in the late 1970s when Miguel PiΓ±ero adapted his play Short Eyes into a movie with the same title that became a cult classic and had a popular soundtrack album performed by Curtis Mayfield, including the hit single Do Do Wap Is Strong In Here. The movie is about a pedophile, or "short eyes", who gets tortured and ultimately killed by his fellow inmates after they find out what he's in jail for.
However, the term is rarely used these days. More common current terms for child molesters in prison are chomo and skinner.
