Chronic, debilitating condition suffered exclusively by local authority staff in the UK necessitating long periods of absence from work. the council is a word for an underground pot smoking organization. The workings of this group of are unknown as well as symbol and members. Since the begining of this group other similar chapters have sprung up, but the original group was started in a little city in southern California.
