Very deep song by Pearl Jam about a teenager who was bullied and ignored by his parents until one day he shot himself in front of his class, not hurting anyone else physically, but mentally.
When someone from a country that does not have English as a second language and wants to communicate with someone who does. Also could be pyrocinical fans using it abusivly where it has no point of meaning.

1- someone whom is not afraid to speak their mind, they usually doesn't think about the consequences or how someone will feel about them saying this.
2- someone whom will say whatever comes to mind.
3- someone whom always has an opinion.
