You usually say it in a toxic way at the end of a game (or even during it, if you want to be as toxic as possible), in order to let your opponent know that you have won easily. Basically you are telling him that you are so much stronger than him by winning without putting any effort.
In reality, it can be heard in many situations of life, but at the moment this is considered as nerdy.
