When one is completely, totally honest in their opinion when asked for it. Often these opinions aren't sugar-coated like that of the regular "honest" person.
Mary: Chole, do you think Johnny and I are ready for marriage?
Chloe: You've only known each other for three months. You'd be marrying what most people consider acquaintances. Take your time.
Mary: You're such a bitch Chloe, why did I even ask? You don't always have to use brutal honesty!
Fred: (wearing old, tattered shoes) Do you think I should get new shoes?
Bill: Yeah, those are getting pretty out of shape Fred.

The Cloak of Honesty is an attempt to use truth to protect yourself from the underlying reality of a situation.
You may be seeing someone who feels much more for you than you do for them. By telling them upfront and being very direct that you are not interested in a relationship, and that physical contact will not lead to commitment, technically you are being truthful and honest. However, if you continue physical contact, knowing full well that you are building expectations in their mind despite your words to the contrary, you are "hiding under the cloak of honesty" when you try to convince yourself and others that you are not, in fact, doing anything wrong.

a game played by friends. when used to preface a statement, the following must be true. when used as a question, the following answer must be true. if either the following statement or the answer is false, an unbearable guilt will consume you to the point of masochism/ suicide.
1. statement. Honesty game, I'm a cutter.
2. question. Honesty game, Did you eat little sushi?

Quite possibly the most abused idiom over the internet among people who think they're clever and better than everyone else. Also used to emphasize a point to the nth degree without any logical sense.
Cool guy: In all honesty, you only won because I lagged.
Other guy: You said "in all honesty!" You must be telling the truth! You're right, no, no, you're better than me.
