The term "wally wacker" is synonymous of the terms: dick / cock / penis. The term is very popular in the mid-Atlantic region of the United States, especially West Virginia.
It may also be loosely related to the act of masturbation / "jacking off" where one wacks his wally.
I forgot to clean my wally wacker last night when taking a shower and was stuck smelling fish for the rest of the day.
Stress was abound and rather than hooking up with the lady, repulsive anymore, I went ahead and had a good and relaxing wally wacker.

derogatory term for the female, or "beaver". from an early black and white t.v. show entitled "leave it to beaver". the main character being a child with the nickname of beaver who has an older brother named wally.

The term was coined by author Dick Schaap. It came from Wally Pipp, a former first baseman for New York Yankees and could not play due to a headache in 1925, but it started the fabled Iron Man streak by Lou Gehrig until he was forced to retire with Amyotrophic Lateral Sclerosis (ALS).
Pipp never regained the starting 1B spot ever again, and he was put on waivers, and was signed by Cincinnati Reds in 1926.
