Someone who is 18 y/o or older (the age of consent in many countries, hence making them "legal") and still has not lost their virginity. There could be several reasons for this:
1) A personal choice, like wanting your first time to be with someone you really love, instead of just hooking up, or wanting to avoid getting an STD.
