A period of 11 years. Analogous to a Baker's Dozen (the latter referring to a quantity of 13), a "Procrastinator's Decade" is a colourful description for the passage of time. See also 40 years (biblical).

The term referring to the years 2010 - 2019. We had the 70's , 80's, 90's, ought's and now we have "The Second Decade"!
