The problem with it is that the bureaucracy is an apathetic floodgate against the perpetual need of the populous rather than expedient service providing system. The same with the Healthcare system.

It's bad for people to shoot the government's (The people's) money into their arms but the greatest thing ever when they shoot it into space? So, no, that's not a reason to NOT redistribute wealth to the bottom of the hierarchy. Yes the money is already being redistributed BUT where is it being redistributed to a place that it SHOULDN'T BE? (See the through-line there?) That's the core issue here. No. I also don't think that the redistribution need to come from the government, but rather, the employers or from the employers by way of the government.
