When you go out to eat at a restaurant and all you order is a glass of water.
I skipped dinner last night. The crew went out to eat at some new fusion food restaurant and the menu was terrible, so I just ordered a Dinner Water.

A person who trys to be amusing or entertaining in an over the top way and believes they have pulled it off, but in reality they have failed.
The comedian last night made his jokes so over the top, that instead of being amusing he was a water clown.
