A phrase used to proceed a bigoted tirade. Similar to Dennis Miller's stock comedic phrase "Now, I don't want to get off on a rant here..." which he invariably follows by a ranting monologue.
The problem is, when Dennis Miller does it, he understands that he is prone to ranting and appreciates the irony, which is why it's funny. Your average racist is never quite honest enough with himself to figure this out.
The literal translation from racist is, "I am, in fact, likely to be the most bigoted person you've met in years... the following observations will definitely prove this."

People who post hate filled messages via internet. E-Racists are too afraid to expose their true racist belifes in real life for fear of being beaten up or stabbed.
Your typical e-racist will be a white male from the ages of 12-40 all of which still live with their parents.
You can find their postings on random porn sites in which they see the size of another races genitalia and become extremely jealous.
You can also find E-Racist postings on Urban Dictionary in which these little bastards post definition to words like coon, nigger, and tar baby
