I'm part of the 21st century Doctor Who generation as I was first introduced to the show as a teen back in the mid-2000s when BBC decided to revive. I watched it and became a fan for life ever since!
Taken directly from the name of the main character of Diagnosis Murder, the act of doing a 'Doctor Sloan' involves solving, or helping to solve, a problem using information that by all accounts SHOULDN'T be useful at that point. Could also be described as a fluke of genius in unlikely circumstances.

Young men that use this term use this as a substitute for "Talk dirty to me", because it is more respectful and overall classier, and compliments the woman on her intelligence and achievements in obtaining her PhD in the field of her choice. Same for the opposite sex.
Guys be like: "Talk doctorate to me, woman."
